Man charged with rape of child

ELIZABETHTON — A man previously arrested in February and charged with solicitation of a minor was arrested again this week.

This time, Joseph Walter Sampson, 59, is charged with two counts of rape of a child and one count of aggravated sexual battery.

The Carter County Sheriff’s Department said the rapes allegedly occurred before Sampson’s first arrest and subsequent release on bond in February.

Investigators developed evidence of the rapes after Sampson’s first arrest and made a presentment to a grand jury to place the new charges. The department said the reported victim was the same for both rounds of charges.

Deputies arrested Sampson on the new charges Wednesday afternoon at his home on Tenn. Highway 91. He was being held in the Carter County Detention Center on a $50,000 bond.

The sheriff’s department said the first arrest in February was made after the department learned of a video allegedly showing Sampson requesting sexual favors from a juvenile.

Deputies said the child’s mother initially discovered the video, which contained visual and audio footage of Sampson making multiple requests, and showed it to investigators. Sampson was arrested on Feb. 13.
