Kevin Dustin Nelms, 21, was charged with aggravated child abuse and neglect/endangerment.
About 11:30 a.m., police responded to a report about the child at the Crossing shopping center on Peoples Street. Police said child was still inside the vehicle when they arrived, and the engine was running. They were able remove the child from the vehicle through an unlocked door.
Police said an open bottle of liquor, about 0.5 grams of methamphetamine, part of an unidentified pill and a syringe were in plain sight.
Police learned that both the child and the vehicle had been in Nelms’ care. A warrant was obtained for Nelms’ arrest, he was found at an address in Jonesborough about 11 p.m. by Johnson City and Jonesborough police.
Nelms was held in the Washington County Detention Center under $50,000 bond awaiting a Sessions Court appearance set for Monday.
Nelms had been arrested twice in Washington County in recent years, including drug charges in 2017. That Nov. 20, Johnson City police charged him with possession/manufacturing/delivery/sale of methamphetamine, possession of unlawful drug paraphernalia and driving on a revoked license.
On June 1, 2018, he was charged with shoplifting under $1,000.
