Washington County school board member again arrested on domestic assault charge

Washington County Board of Education member David L. Hammond was arrested Friday on a simple assault charge involving his girlfriend, according to an arrest warrant.

Hammond, 50, 115 Beechnut St., Apt. B2, Johnson City, was served with the warrant around 12:45 p.m. Friday. The alleged assault occurred around 11:15 p.m. Thursday.

Johnson City police responded to Hammond’s apartment after the call and talked to a woman who told police “she and her boyfriend had been having relationship trouble and their fighting had been escalating,” according to the warrant.

The woman showed police bruises on her arms and torso, which she said Hammond caused when he grabbed her and pushed her two days earlier. She also told police that their argument involved Hammond’s “drug and alcohol consumption.”

Hammond was not home when police arrived, but later called his girlfriend, and she let officers listen to the conversation.

“The suspect was heavily slurred and sounded extremely intoxicated,” Officer Adam Murray wrote in the warrant. Also during that conversation, Hammond “mentioned police being at his home and other incoherent statements.”

Murray told the woman to go back to her own home and to obtain an order of protection.

Hammond had a previous domestic assault arrest, involving his wife at the time.

It happened in July 2015 after a co-worker of Hammond’s wife noticed bruises on her face. A Washington County Sheriff’s deputy talked to the woman and she said her husband caused the bruise during a “scuffle,” but she didn’t report the incident to police at the time because she feared she would be arrested.

The charge was ultimately dismissed and expunged.

For now, Hammond is on a 12-hour hold, which is state law in domestic violence cases. He has a $1,000 bond and will be arraigned on the charge Monday.
