UPDATE: Former chaplain accused of more than 100 incidents of rape

A Washington County man who once worked as a volunteer chaplain for law enforcement offices in the area was served with a warrant Tuesday charging him with statutory rape by an authority figure, solicitation to commit statutory rape and other sex crimes.

Anthony Dale Padgett, 51, 645 Bayless Road, was already scheduled to appear in Washington County General Sessions Court Tuesday on an accusation that he violated an Order of Protection by sending an email to the victim, now an adult, in November.

According to the new warrant, Padgett began having sexual contact with a 15-year-old girl, and it continued until recently. She reported it to authorities after becoming an adult. While he was in court on the Order of Protection violation, Padgett was served with the warrant.

Jonathan Minga, Padgett’s attorney, told General Sessions Judge Don Arnold his client would waive all the charges to the grand jury.

Padgett began working with the Johnson City Police Department as a volunteer chaplain in 2014, but had not been active since 2015.

“He was on a call list for death notifications but had not been active for at least three years,” according to Chief Karl Turner.

The petition for the Order of Protection documents more than 100 incidents of rape since November 2017, but the victim said the crimes started occurring in 2015, and the most recent rape was in September. She also reported that Padgett was verbally, emotionally and physically abusive to her and called her derogatory names. When the girl became an adult, she filed for the Order of Protection in early November and sought assistance at the Family Justice Center. The case unfolded from there.

Padgett remained in the Washington County Detention Center on a $30,000 bond.
