Man charged with taking child porn pictures on cellphone

ELIZABETHTON — A Carter County man had his first day in court on Monday morning after he was charged with three counts of aggravated sexual exploitation of a minor.

Joshua Hewlett Herman, 29, 264 Rockhouse Road, Johnson City, was arrested Sunday after deputies of the Carter County Sheriff’s Department said they found his cellphone contained child pornography.

During Herman’s court appearance in Sessions Court on Monday, Judge Keith Bowers Jr. ordered bond for Herman to be increased from $8,000 to $50,000. Bowers also ordered Herman to have no contact with the victims in the case. He is scheduled to be back in court on Dec. 11.

In a separate matter, Herman had been charged with being a fugitive from justice in Scott County, Va. Herman waived extradition on that case.

The arrest came on Sunday after a woman told deputies that Herman had been her boyfriend. The woman said she noticed him deleting photographs from his cellphone. She told deputies that she took the phone and discovered he was sending three emails containing three photographs that depicted Herman lifting the underwear on her young daughter so that the child’s genitals were clearly visible.

The woman told deputies that Herman then fled the scene, leaving his cellphone behind. She turned the phone over to the deputies, who placed it in evidence.

The deputies charged Herman with the three counts of aggravated sexual exploitation of a minor based on the photos they reported.
