Drug, weapons charges result from Johnson City police investigation

Johnson City police arrested two men on drug charges Tuesday night on East Mountcastle Drive. One also faces a weapons charge as a convicted felon.

Matthew Harvey, 26, Johnson City, and Phillip Carr, 22, Piney Flats, were arrested around 6:50 p.m. as police checked on a report of “suspicious males” near Cox Farm Court near the Interstate 26 underpass.

Harvey was charged with unlawful drug paraphernalia; possession, delivery, sale or manufacturing of methamphetamine; possession of a firearm during commission of a dangerous felony; and being a convicted felon in possession of a handgun.

Carr was charged with unlawful drug paraphernalia; possession, delivery, sell, or manufacturing of methamphetamine; and simple possession/casual exchange. Police also learned Carr had an active warrant out of for his arrest on two counts of forgery over $1,000 and two counts of theft of property over $1,000 resulting from an Aug. 17 incident at 255 W. Market St.

Both men were held in the Washington County Detention Center with Sessions Court hearings set for Wednesday. Carr’s bond totaled $52,000 while Harvey’s was $31,000.
