The federal agency found driver James Davenport was distracted by reading text messages when he swerved to avoid stopped traffic and hit another school bus traveling in the opposite direction.
Knoxville police announced similar findings from their investigation last year. Davenport died as that investigation was concluding, so no one was charged in the crash.
The National Transportation Safety Board has been warning of the dangers of distracted driving, including texting while driving. Its report concludes, “The fact that even while transporting children a driver would engage in such risky behavior shows how prevalent it has become on our roads.”
