Johnson City man charged with DUI, habitual motor offender

A Johnson City man was arrested at 3:30 a.m. Saturday for reportedly having an open container in plain view during a traffic stop and admitting to drinking three beers. 

Police charged Jack E. Sparks, 47, Lynn Road, with driving under the influence, being a habitual motor offender and violation of the open container law.

An officer said Sparks was sitting in his van with the parking lights on behind a business that had recently experienced multiple burglaries. When he pulled out of the parking lot, the officer stopped him and said an open beer was in plain sight. 

Sparks reportedly admitted to drinking three beers at the Horseshoe Lounge before failing a sobriety test. Police said his identification showed he was a habitual motor offender. 

Sparks was taken to the Washington County Detention Center and held on $7,000 bond. He is scheduled to appear in court on Monday at 10:30 a.m.
