Elizabethton City Council begins new fiscal year

ELIZABETHTON —The Elizabethton City Council holds its first meeting of the new fiscal year Thursday night. The agenda for the meeting includes some actions made possible by the adoption of the new budget, including the establishment of four new positions and a few revisions in current jobs.

Although not a part of the new budget, the council will also consider a proposed contract with the Carter County Commission that would change the place where the city’s garbage collection would be transported. There is also a proposal to negotiate for the city to possibly purchase a building adjacent to the city police department that had previously served as a dentist’s office.

The council will be asked to approve the resolution adopting the four new staff positions in the city. These positions are:

• Main Street director.

• System engineer in the Electric Department.

• Field data collection technician in the Water Department.

• Substation/meter tech apprentice in the Electric Department.

The changes in current jobs include the proposed change of the job title of Street Department Crew leader to Street and Sanitation Department assistant supervisor.

The change in the city’s garbage collection would result in the city no longer hauling the garbage to Iris Glen Landfill in Johnson City. Under a proposed contract with Carter County, the city’s garbage would be transported to the Carter County Landfill for the next five years, with the option to continue for another five years.

The change is not a part of the new budget. The city’s contract with Iris Glen is expiring. The city bid out the new proposal, with only Iris Glen and Carter County Landfill bidding. Over the first five years of the contract, Iris Glen was .27 cents per ton cheaper than Carter County. With the addition of the five additional years’ option, Carter County was $3.72 cheaper than Iris Glen over the course of 10 years.

In addition, City Manager Daniel Estes said the city would also realize savings in fuel costs and maintenance costs because of the shorter distance.

The expansion of the police headquarters has long been planned and the former Ritchie’s Warehouse was previously chosen as part of the expansion. But the dentist’s office has not been a part of the plans.

With the dentist closing the office recently, the office is now getting a look. The council will vote on a motion that would allow the city manager to negotiate a contract to purchase the office at 519 E. F Street, so that the cost can be figured into possible scenarios for using the office in the police station expansion.
