Johnson City’s fiscal year begins July 1 and ends June 30. Each year, the budgetary process begins in October with the five-year Capital Improvement Plan. Department budgets are then prepared from January through February, following by work sessions with the city manager, the assistant city managers and the budget director.
As mandated by the city charter, a draft of the 2020 budget is to be provided to commissioners on or before the first Tuesday of May, which falls on May 6 this year. The draft will also be published in the Johnson City Press no less than three days prior.
The City Commission must approve a balanced budget on three readings on or before June 30.
