Woman accused of accessory after jail death indicted

A woman accused of helping her boyfriend — one of six men charged in the death of a fellow Washington County Detention Center inmate — elude police when the homicide charge was announced was indicted recently for being an accessory after the homicide.

Candise Marie Stout, 38, was indicted by a Washington County grand jury on two counts of accessory after the fact for allegedly helping Jonathan Robert Pearson, 38, hide from authorities. Pearson is now in jail on charges of aggravated assault resulting in death and conspiracy to commit aggravated assault resulting in death.

Lockner was found unresponsive on the bathroom floor of a minimum security cell block by a detention officer after the officer heard a commotion in the bathroom area. Lockner was taken to Johnson City Medical Center and was on life support when he died Dec. 20. Between the time of the reported assault and the indictment, six men — including Pearson — in Lockner’s death, Pearson had been released from jail.

 A TBI agent and Washington County sheriff’s investigator Lt. Doug Gregg first made contact with Stout on Jan. 10 when they went to arrest Pearson in connection to Lockner’s death. 

Investigators said Stout told them she had not seen or heard from Pearson and didn’t know where he was, but they set up surveillance on her in hopes she would have contact with Pearson.

In several text message exchanges with investigators on Jan. 14, Stout told them that while she didn’t know where Pearson was, he was planning to surrender the following week. That same day, investigators said they watched as Stout put bags of clothing into her vehicle at her residence and begin to drive toward Kingsport. Officers followed her to Holiday Inn Express, where they also found Pearson.

The other five men charged and indicted in Lockner’s death were:

  • John Z. Woodard, 23, charged with reckless homicide, aggravated assault resulting in death and conspiracy to commit aggravated assault resulting in death;
  • Wesley E. Clouse, 23, charged with aggravated assault resulting in death and conspiracy to commit aggravated assault resulting in death;
  • Cody J. Albu, 23, charged with aggravated assault resulting in death and conspiracy to commit aggravated assault resulting in death;
  • Steve Necessary, 43, was charged with conspiracy to commit aggravated assault resulting in death;
  • Glendon R. Wilkerson, 40, was charged with accessory after the fact to aggravated assault resulting in death.

Stout is scheduled to appear in Washington County Criminal Court for arraignment April 1.
