Rotten hay with feces: Woman charged with 12 counts of animal cruelty in Jonesborough case

Horses were fed from rotten hay containing feces at property in Jonesborough where a dozen dogs were also kept in extremely filthy conditions, according to a criminal animal cruelty complaint filed Wednesday against the owner.
