Man accused of masturbating alongside school bus in Johnson City

Two 11-year-old students told Johnson City police they saw a man masturbating alongside their school bus on their way to school on three different occasions, resulting in the man’s arrest on Wednesday.

Jose Morales, 34, 121 Jax Drive, Lot 9, was charged with six counts of indecent exposure and six counts of soliciting sexual exploitation of a minor.

A court record filed by Investigator John Chapman states that on May 9, the Washington County Schools students reported that the incidents had taken place over the previous two weeks.

They told police a man drove parallel to their bus while matching the bus’ speed. They said the man exposed his penis and masturbated while looking over at them on each of the three occasions.

On the first two days, the man drove an orange Nissan Nitro with an American flag sticker in the back window. The last day, he drove a maroon Buick, and one of students was able to snap a picture of that car’s license plate.

Chapman stated the plate number led police to Morales. On Wednesday, Morales agreed to meet Chapman at police headquarters for an interview. Morales admitted to Chapman that he remembered masturbating next to a school bus on one occasion, according to the court record.

Morales was jailed in the Washington County Detention Center on $2,500 bond awaiting a Sessions Court appearance set for Thursday.

A Gray man was arrested Wednesday after students reported seeing him masturbating alongside their school bus on their way to school on three different occasions, Johnson City police said Thursday.

Jose Morales, 34, 121 Jax Drive, Lot 9, was charged with six counts of indecent exposure and six counts of soliciting sexual exploitation of a minor.

Police said the investigation began on May 9 when two Washington County Schools students reported witnessing a man masturbating while driving his vehicle alongside their school bus on Bobby Hicks Highway on three separate days.

Police said their investigation led them to Morales.

He was jailed in the Washington County Detention Center on $2,500 bond awaiting a Sessions Court appearance set for Thursday.
