Ginger Rhea Street, 33, 143 Garden Drive, Johnson City, was arrested by Officer Joe Holsclaw of the Elizabethton Police Department on charges of child neglect, DUI, possession of schedule IV drugs and possession of drug paraphernalia.
Holsclaw reported that he responded to Quality Plus, 2273 W. Elk Ave., at 6 p.m. on a welfare check of a woman who was passed out in the front set of a 2006 Dodge Stratus with a small child in the back seat. When he arrived, a woman told Holsclaw the car had been parked in the gas line for about 20 minutes without moving.
Holsclaw said he pounded loudly on the car door for several minutes before the driver woke up. When Street awakened, she told Holsclaw she was waiting behind a black truck so she could get gas. Holsclaw said there was no black truck in front of her at the gas pump when he arrived.
Holsclaw said Street denied consuming alcohol or drugs, but failed sobriety checks. An inventory of the vehicle revealed four unused glass pipes and one used glass pipe. He said two bottles were found, one containing 11 tablets of Valium and one containing 14 Soma pills. Holsclaw said Street told him she had smoked methamphetamine with the used glass pipe a few days ago.
Street appeared in Sessions Court on Wednesday. Judge Keith Bowers Jr. set her bond at $25,000 and ordered to have no contact with the child and no alcohol or drugs. Street’s next court appearance was set for April 30.
