A Bluff City woman has been arrested after police say they found dozens of dogs and cats in "unsuitable living conditions."The Sullivan County Sheriff's Office reports a criminal summons was issued earlier this month for Katherine Sullivan, 55, of Walnut Grove Road. She was booked into the Sullivan County jail on Dec. 17 on 28 counts of cruelty to animals, while a total of 23 cats and 12 dogs were taken from her residence and surrounding property. In September, police received information that the animals were not being properly taken care of. A subsequent execution of a search warrant allegedly found all the dogs and cats to be dehydrated and in varying degrees of poor health.
