Arrest made in 2011 shoplifting case

A Kingsport man was arrested on shoplifting charges after he and two people took items from a local store Nov. 27, 2011, police said.
A Johnson City police news release said Joseph Michael Westmoreland, 34, was charged after he was shown on video surveillance as one of three individuals who went into Walmart, 3111 Browns Mill Road, and took several items without paying.
Westmoreland and two others –– a man and a woman –– reportedly went into the store, loaded a shopping cart with merchandise, scanned the merchandise at the register and Westmoreland and the male left the store with the merchandise.
According to the report, the woman with Westmoreland and the other man acted as if she needed something else and left the store through the back door. Westmoreland was identified by store surveillance and a warrant was issued.
He was arrested Wednesday after he was released from the Johnson County Jail and was taken to Washington County Detention Center, where he was served with the warrant.
Westmoreland was charged with theft of property over $500, according to the release. He was being held on $5,000 bond and was scheduled to appear in Sessions Court for his arraignment Thursday at 1:30 p.m.
