According to Kingsport Police Department news release, Joseph Richard Jackson, aka J.R. Carew Jackson, 52, 807 Chilhowie Ave., Johnson City, was charged after police learned he was operating Carew Cuts Barber Shop, 806 E. Center St.
According to the KPD, registered sex offenders are required by law to report any aliases that they may be using and said Jackson had failed to do so.
According to the Tennessee Bureau of Investigation’s Sex Offender Registry, Jackson is on probation for a charge of incest that occurred in 2001. Police said that upon reviewing his probation order, they learned it is a condition of his probation that Jackson not be around children.
According to the release, Jackson was recently involved in an event where he offered free back-to-school haircuts to children at his barber shop. The incident was referred to the Johnson City Office of Probation and Parole to determine if any additional charges concerning a probation violation are appropriate, police said.
