After a few years of lackluster growth, contractors are once again dusting off their shovels and sharpening their circular saws.

Here’s a bit of information about some of the projects getting under way around town.

West Oakland Avenue and West Mountain View Road

Behind Lowe’s Home Improvement, workers for TDK Construction have leveled the ground and poured foundations for some of the structures that will make up a 248-unit, upper-scale apartment complex.

TDK Vice President of Development Ross Bradley said the apartments, which the company dubbed The Reserve, will offer top-of-the-line amenities, including a resort-style pool, a fitness center, outdoor cooking spaces, a playground and a car wash on site.

“There are one or two complexes in the area that have similar amenities, but we believe ours will be nicer,” Bradley said. “Of course, we’re a little bit biased when it comes to that, too.”

The apartments will offer a mixture of one-, two- and three-bedroom units starting at $800, $950 and $1,200, respectively. Some select units will have granite countertops, stainless steel appliances, flooring upgrades and garage access for an increased price.

Bradley said the first units should be ready for tenants by early next year, in either late January or early February.

TDK, headquarted in Murfreesboro, has built more than a dozen residential developments over the past 15 years in Tennessee, Alabama, Oklahoma, Florida and Texas.

What once held residential properties on a short strip connecting North State of Franklin Road and North Roan Street, will be a new car wash by Thanksgiving.

Jim Clark, regional manager of Ultimate Shine 3 Minute Express Car Wash, said the new location, the company’s second in Johnson City, will be a 130-foot-long tunnel with a friction wash system.

A friction wash uses brushes to clean vehicles instead of the jets of water a “touch free” car was uses.

The business will basically be identical to the wash at 3105 W. Market St., which opened in May.

Clark said the Oakland Avenue site should be ready for the first customers by mid-November.

Ultimate Shine offers wash memberships to regular customers.

The unlimited plan allows a customer to pay a monthly fee for as many washes as needed — up to three a day. The five-wash plan charges a flat fee for five washes and renews when the last wash is redeemed.

Customers can also pay for individual washes.

Once the Oakland Avenue site opens, it will be the company’s sixth in the region.

3000 block of Peoples Street

The addition of an animal hospital on Peoples Street will soon give Chuck E. Cheese a place to have his cholesterol monitored.

Just down the street from the kids’ pizza chain, Dr. James Robinson plans to open his newest clinic.

Robinson said the new Robinson Animal Clinic, the fourth free-standing facility he oversees in the area, will likely open in the middle or latter part of December.

“Like our other clinics, it will be equipped with a digital ultrasound machine, which five years ago would have been a big deal,” the veterinarian said. “We’re also hoping to have boarding and grooming space downstairs in the spring and eventually have space upstairs for a CAT scan room.”

Robinson’s plan for the clinic is to eventually be able to offer extended hours.

The Peoples Street location replaces the Banfield clinic franchise Robinson previously managed in Petsmart. He said the pet store chose not to renew the franchise contract for that clinic.

Robinson’s clinics, with current locations in Johnson City, Gray and Blountville, cater to small animals and exotic pets.

71 Cherry St.

On Cherry Street, behind the Sylvania building on South Roan Street, Todd Carter is building apartment buildings.

Todd’s son, Ian Carter, said the 15 apartments will be split between two buildings, one with eight and the other with seven.

Each apartment will be approximately 1,000 square feet with two bedrooms and 1.5 bathrooms.

Carter said construction began last month and should be ready for renters in March or April.

Like Carter’s other apartments, utilities will be included in the rental price, so he said the final rents have not yet been calculated.

The 15 units will also have off-street parking, a bonus for renters in the near-downtown area.
