Tennessee Department of Safety commissioner Bill Gibbons said Wednesday the Fall Branch district of the Tennessee Highway Patrol has had a 16 percent decrease in traffic fatalities this year compared to this time last year, and he attributed that to seatbelt usage and enforcement.

"That's a pretty significant move in the right direction," he said after meeting

with troopers at the Fall Branch office.

The district is composed of Upper East Tennessee

counties, including Washington, Carter, Unicoi, Johnson, Greene, and Sullivan.
