ELIZABETHTON — A couple of road closures and the possible solution of two local drainage problems were discussed at Monday’s meeting of the Highway Committee of the Carter County Commission.
The committee held a public hearing and then voted to recommend the closure of an unnamed road that runs in front of the closed motel in the town of Roan Mountain. The motel is owned by Realtor Jimmy Street. No one spoke during the time set aside for the public hearing. Street told the committee his plans would not affect other roads adjoining the lot.
The committee heard from Truman Caldwell, who attended the meeting after learning a group of his neighbors had requested that never-developed Ohio Street be closed. The committee voted last month to take no action on the requested closure because the loss of county right- of-way would have landlocked some properties.
Caldwell said it was the fifth time since 1986 that there’s been a request to close the road. Committee member Sonja Culler suggested a notation be placed on the official county road list to specify that the road is to permanently remain open in order to prevent future County Commissions from closing it.
The committee also discussed drainage problems in the Biltmore Community near the intersection of Taylor Avenue and Hartley Road. A resident of the community, Harvey Tester, told the committee the intersection of Hartley and Cunningham could be causing some of the drainage problems. The configuration of how Cunningham intersects with Hartley had been changed years ago. If the intersection was returned to its former state and the road sloped correctly, Tester said the water problem could be solved in that section.
An engineer is scheduled to examine the terrain and make a recommendation.
The committee also discussed ways to resolve a drainage problem in the Lincoln Estates Subdivision, where one culvert was apparently concreted shut by a previous owner. Before proceeding, County Attorney Keith Bowers said the county’s right of way should be surveyed.
