KINGSPORT — Even as a possible criminal charge of legislative misconduct was hanging over his head, Tennessee state Rep. Tony Shipley was making moves to change the state nursing board he had fought with for nearly two years.
“On the one hand it is a nuisance to know something is floating around out there,” Shipley, R-Kingsport, said of that possible criminal charge. “On the other hand, innocence makes you a bold man. I couldn’t imagine a circumstance where our system of rules and balances where anybody was going to come back with a finding that I had done something wrong. So I was busy about doing my job.”
Davidson County District Attorney General Torry Johnson decided last Monday that after a full-scale probe done by the Tennessee Bureau of Investigation, he could find no evidence to file criminal charges against Shipley or state Rep. Dale Ford.
