Police charge Johnson City man with robbing Chinese restaurant

Video surveillance images helped Johnson City police arrest a man Monday for the weekend armed robbery of a North Roan Street restaurant.
The alleged robber lived in a trailer park just behind the business.
Perry Anthony Herring, 24, 116 Spring City Drive, No. 23, was charged with aggravated robbery for the incident at Empire China Buffet, 2614 N. Roan St.
Employees told police a man robbed the restaurant at gunpoint about 2:30 p.m. Saturday and took an estimated $600 in cash.
Johnson City Police Department Capt. Mike Street said Tuesday video surveillance captured clear images of the robber, because he was not wearing a mask, just a hooded sweatshirt.
Street said police suspected that the robber might have lived in the Spring City trailer park, given its proximity to the restaurant. After the images aired on a local television newscast Monday evening, police received several tips about the robber’s identity.
Investigators interviewed family members and received information confirming Herring’s involvement, Street said.
Police obtained a warrant for Herring’s arrest, and Washington County Sheriff’s Office deputies found Herring at 165 Forester Lane, Jonesborough.
Once Herring was in custody, Street said, it was obvious to investigators he was the man in the video.
Investigator Keith Sexton said police had not yet found the weapon used in the robbery.
According to a police report, the video showed the man enter the restaurant at 2:20 p.m. Saturday and loiter inside a few minutes. He left and came back in the restaurant at 2:31 p.m.
Soon after his return, the robber showed cashier Xuebin Zheng a black handgun so that no one else could see it. He then demanded money from the register. The cashier gave the man money, and the robber left in a silver four-door sedan, according to the report.
Police initially described the robber as a white man with a “thin build” who was wearing a “heavy” camouflage jacket, blue jeans and white sneakers.
Herring was jailed in the Washington County Detention Center on $100,000 bond. He was arraigned Tuesday in Sessions Court, and a preliminary hearing was set for Nov. 17. He also was charged with a weapons law violation.

After an investigation, police obtained a warrant for Herring's arrest, and Washington County Sheriff's Office deputies found Herring at 165 Forester Lane, Jonesborough, where he was taken into custody.
Herring was jailed in the Washington County Detention Center on $50,000 bond pending a Sessions Court appearance this morning.
