KINGSPORT — A continuing dispute over a reportedly stolen vehicle has prompted a Kingsport man's second arrest in less than a month, this time for allegedly attacking a man and fracturing his skull.
Robbert N. Owens, 33, of 2321 East Center St., was arrested Monday and charged with aggravated assault. He was previously arrested Aug. 14 and charged with motor vehicle theft.
In the first incident Owens allegedly sold a car for $1,200 and signed over a title to the buyer. But, according to a Kingsport police arrest report, Owens would later steal the car back from the buyer, saying money was still owed. Police say Owens admitted to stealing the car, claiming he took it to have it crushed at Kingsport Auto Recyclers.
