Ex-Knox school board member Bill Phillips arrested again

Former Knox County school board member Bill Phillips, awaiting prosecution on drug charges, skipped out of rehab this weekend and ended up being arrested — twice — on domestic-related charges, authorities say.

Phillips, 47, faces drug and identity theft charges for allegedly attempting to forge prescriptions in July. He was in an inpatient rehab program for drug addiction prior to his arrest this weekend, his lawyer said.

"He was on a 72-hour involuntary commitment at Peninsula (Hospital) and was not allowed to leave, but evidently they allowed him to leave to get his clothes and come back," defense attorney T. Scott Jones said Monday.
