Blount deputy under civil rights review also being sued in death case

July 20th, 2011 11:30 pm by Natalie Neysa Alund

The Blount County Sheriff's Office deputy being investigated by the FBI regarding a beating earlier this year is being sued in federal court for a separate incident involving an excessive force and wrongful death case.

Sgt. Doug Moore is under scrutiny for the March 25 video-recorded arrest of former Sevierville Police Department Detective Timothy Coulter. He is also the target of a case filed in U.S. District Court in connection with the Feb. 24, 2008, death of 61-year-old LeeRoy Hickman Jr., fatally shot five times in the back outside his home.

Although the case is pending, no trial date had been set Wednesday, said attorney and former Blount County Circuit Court Judge Mike Meares, who filed the lawsuit on behalf of Hickman's son.
