The Washington County Budget Committee on Wednesday approved a resolution which, once approved by the County Commission, will release $150,000 to the Washington County-Johnson City Animal Control Board.
The money is the remainder of a total of $250,000 committed by the county in 2012 for construction of the new $2.3 million animal shelter on a 6.6-acre tract of off North Roan Street.
Nearly one year ago, the Johnson City Commission to committed $1.5 million to a new animal shelter, in addition to its $350,000 contribution. With that allocation, the amount of money on hand for construction crossed the $1 million threshold — a number required by the county before it would render the final $150,000 of its total $250,000 contribution.
“Those conditions have been satisfied,” said County Mayor Dan Eldridge. “The money has been reserved, but it will now go toward that purpose.”
Commissioners approved a deal in which not more than $100,000 of the $150,000 could come from the Highway Department in the form of asphalt and paving services at the new site.
The committee also will pass on to the full commission a resolution approving tax increment financing for the Johnson City Development Authority to expend $1.25 million for construction of the new Farmers Market/Downtown Pavilion to be constructed within the Downtown Johnson City Redevelopment District.
The total estimated price of the 11,000 square-foot facility, according to architect Thomas Weems, is about $1.6 million.
For purposes of determining property assessments for TIF, Washington County’s property values will be used beginning Jan. 1 and continuing each year thereafter.
Once JCDA receives the data, it will calculate for the county and city the allocation of tax funds for the new market. The information will be presented to both the city and county for review, certification and payment of tax increment funding actually collected.
The Budget Committee also approved a resolution in support of the Industrial Development Board’s Washington County Economic Development Board’s economic impact plan for the Boones Creek TIF project located off Interstate 26 and Exit 17, known as “The Young Property.”
The county’s CIA Committee approved the plan on Monday when it was presented by Washington County Economic Development Board’s CEO Mitch Miller. The resolution will now go to the County Commission. Once Johnson City has approved the plan, the county clerk will distribute a description of the property in support of the resolution.
