City resident charged with being habitual motor offender behind the wheel

Johnson City police arrested a 24-year-old woman Sunday night after initially pulling her over because she allegedly was driving on the Milligan Highway with no headlights on.

According to reports, an officer stopped the vehicle being driven by Holly R. Hughes, 103 Osbourne Road, around 8 p.m.

Police then discovered Hughes was a habitual motor offender with a past driving history that includes two charges of driving under the influence.

Hughes was arrested and charged with driving while classified as a habitual motor offender. She was being held in the Washington County Detention Center on $5,000 bond pending a court appearance.
