Johnson City police charge man with three Pal's indecent exposure incidents

Johnson City police have arrested a Hawkins County man on indecent exposure charges following reports of a serial public masturbator appearing at a Boones Creek fast food drive-thru window.


Tyler P. Kerstetter, 20, 108 Landon Drive, Mount Carmel, was charged after employees of the Pal's at 2866 Boones Creek Road identified him from photo lineups, according to court documents.


About 11 a.m. on Jan. 21, a Pal's employee told police a man came through the drive-thru lane and started to masturbate inside his vehicle. He stopped at the window 10-12 seconds and drove away.


She told police it was not the first time the man had been at her window. She said he had done the same thing to her in December and to another female worker in November.


In the latest incident, she was able to get the tag number from his vehicle.


Later on Jan. 21, a man called Pal's to ask why police had been at the restaurant several times. Police said the manager's caller ID from the call matched Kerstetter's phone number.


On Thursday, police created two separate photo lineups for the employees to identify the man from the window. The employees were shown the lineups separately and at different locations. Both picked out Kerstetter, police said.


Kerstetter was charged with three counts of indecent exposure and jailed in the Washington County Detention Center on $3,000 bond. He was set to appear in Sessions Court today.
