UPDATE: Off-duty Johnson City police officer, other driver suffer minor injuries in crash

According to Tennessee Highway Patrol Trooper William Shelton, David Smith — the off-duty officer — was northbound on State of Franklin in a Chevrolet SUV when a car turned in front of him.

That 1996 Buick Century was being driven by Beverly Looney, 58, of Fall Branch.

Both directions had a green light, according to Shelton, but Smith, 38, of Johnson City, had the right of way.

Shelton said Looney was cited for failure to yield to Smith.

Both drivers were taken to the JCMC emergency department for minor injuries.

“They’re both in stable condition. I don’t know if they’re going to keep either one (in the hospital),” Shelton said.
Smith and Looney were wearing their seat belts, according to the trooper. No other charges were expected, he added.
