2 charged with writing bad checks, fleeing Johnson City police


Two Johnson City residents have been charged with writing several bad checks at local businesses and running from police during the investigation.


Richard Carver, 29, and Judy Kiser, 26, were found during a traffic stop Thursday and arrested.


Police said the investigations began in mid-August when reports were made by several businesses in Johnson City and out of the area that had received bad checks from Carver and Kiser for various payments.


Some of the businesses reported that the pair had purchased merchandise with bad checks, as well. Warrants were filed charging Carver and Kiser in multiple incidents, and they ran from police during one attempt to stop them. 


Carver and Kiser were each charged with two counts of theft over $1,000, theft over $10,000, worthless check over $10,000, two counts of worthless check over $1,000 and felony evading arrest.


Each was jailed in the Washington County Detention Center on $50,000 bond and arraigned Thursday in Sessions Court.
