Feds say child porn found on Greeneville police computer; officer charged


Thousands of pornographic photos, including more than 80 of children, were found on a Greeneville Police patrol car laptop, according to federal documents charging an officer with receiving and possession child porn.


Herbert Eugene Miller, an auxlliary officer at the time, is accused of downloading the images.


Court documents indicate another officer discovered questionable search terms on the laptop in patrol car 7 on Aug. 4. That officer notified the shift supervisor, Capt. Tim Ward.

The hard drive was removed from the vehicle and turned over to federal authorities.


When investigators reviewed the data, they discovered several search terms regarding child pornography, including “fifth grade girls,” “naked middle school girls,” and other sexually explicit terms.


Investigators also discovered the hard drive had one day of saved web browser searches. Those searches were conducted on July 25, 2013 but investigators also found the computer’s date was inaccurate.


“July 25, 2013 was the day indicated on the computer when the images were searched. However, the computer’s day and time were not accurate and in fact had been two days and approximately 12 hours behind the actual day and time,” FBI Special Agent Bianca Pearson wrote in the court document detailing the charges.


Pearson noted that while a computer’s date and time can be manipulated to mask when documents are created or other activity, Internet access logs cannot be manipulated.


Instead of the Internet being accessed on July 25, it was actually accessed on July 27 and the child pornography searches conducted. Police department records show Miller was driving patrol car 7 at the time.


As additional corroboration, Pearson noted that calls for service on July 27 put Miller on a call from 1:47 a.m. until 2:18 a.m. and there was a gap of Internet access for the computer in patrol car 7 during that time.


According to the court document, the downloaded photographs show naked prepubescent girls with their private areas exposed and involved in sexual activity with an adult male. One photograph shows a naked Asian child sitting on top of a naked man and she had a painful expression on her face, according to court documents


“It appears the female child and the adult male are engaged intercourse,” the document states.


Miller was arrested on the charges  Thursday and is being held without bond pending a hearing on Tuesday.
