Johnson City police: Contractor bailed on $900 concrete job

Charles Michael Bales

An unfinished concrete job landed a Limestone man in jail Friday on a fraud charge, Johnson City police said.

Charles Michael Bales, 367 Saylor Hill Road, was accused of taking $900 to install a concrete pad at a Jared Drive residence. Homeowner Innocent Irutingabo told police Bales started the job to expand his carport April 9 but never returned to complete the work.

Irutingabo had asked for a refund, but Bales did not respond, police said.

Bales was held in the Washington County Detention Center on $5,000 bond pending a Sessions Court appearance Monday.
