Johnson City man faces assault, drug, gun charges after Milligan Hwy. attempted carjacking, police chase

Police arrested a 22-year-old Johnson City man early Friday morning after a series of incidents along the Milligan Highway involving a gun, attempted carjacking, drugs, a broken window and a foot chase, according to warrants filed in Washington County Sessions Court.
Stewart W. Peppers, 606 Swadley Road, No. 46, was arrested after police were called to the area of Milligan and Cedar Grove Road about 1:45 a.m.
A resident had reported seeing a man break out his neighbor’s vehicle window and run away. Police found Peppers in the area, but as he spoke with officers, he dropped a book bag and a gym bag and ran again. Police caught him a few blocks away.
Inside the bags, police found a loaded handgun, a vial containing an anabolic steroid and about 45 grams of marijuana, police said.
As Officer Jeffrey Hammonds was arresting Peppers, there was another report about a woman who had a gun pointed at her several hours before.
The woman, April Terry, told officers she was driving on Milligan Highway and turned left onto Swadley Road when she saw a man pushing a bicycle. Terry told police she slowed down and made eye contact with the man.
“He immediately dropped the bike and walked toward her and pulled a gun and pointed it at her face and said, ‘Give me your (expletive) car,’” Officer Jeff Stork wrote in the affidavit.
Terry told police the gun was only two-feet from her face, so she sped off.
Peppers was charged with aggravated assault, unlawful possession of a weapon, felony vandalism, simple possession of a schedule VI drug for resale and simple possession of a schedule III drug.
He was jailed in the Washington County Detention Center on $62,000 bond. He was arraigned Friday and has a court hearing May 2.
