Update: Tow truck driver finds baby in car towed from downtown Johnson City, parents charged with neglect

A tow truck driver found a surprise in the front seat of a vehicle he removed from the downtown Johnson City area early Sunday morning after he arrived at the impound yard — a baby.
Both of the baby’s parents, Gonzolo Campos-Molina, 22, and Violeta A. Arroyo, 24, both of 3806 Timberlake Road, No. 110, were arrested at their apartment about 10:30 p.m. Sunday on warrants charging them with child abuse and neglect.
The tow truck driver called 911 as soon as he saw the baby, according to the arrest warrants. Officers arrived and used a lock jock tool to get the baby out. Police also found an open can of beer in the middle console of the vehicle.
By the time officers had reached the child, the tow truck driver had returned to the same area downtown and located the parents. They were reunited with the child at the impound lot.
The parents told police they had gone inside Numan’s bar around to look for someone and were only inside a few minutes, and that they left the baby with someone. Police said the couple could not remember the man’s name with whom they’d left the child, and each gave police a different name of the person they claimed was supposed to watch the child.
According to court documents, the tow truck driver told police he began removing cars from the downtown area around 1:45 a.m. Officers were dispatched to the impound lot at 2:04 a.m.
Police documented that the temperature early Sunday morning was in the low 30s, there were no keys in the vehicle and it was not running.
Campos-Molina and Arroyo are scheduled to be arraigned this afternoon in Washington County General Sessions Court. Both are being held on a $10,000 each.
The arrest warrants do not indicate if the child was in state custody or in the custody of relatives.
