A city man was charged with filing a false report and altering/falsifying or forging auto titles after a police investigation early Sunday morning into a stolen car report, Johnson City police said in a news release.

Rafael Castillo Hernandez, 18, 636 1/2 E. Maple St., reported to police his vehicle was stolen Thursday. Hernandez said he paid $600 for the vehicle from a private party, police said, but he could not provide a receipt of the transaction. Police said the private party, the vehicle’s original owner, said she had never met Hernandez before, let alone sold him a vehicle.

The original owner said she sold the vehicle to two people in the vehicle, which was at North Roan Street and East Springbrook Drive. She also told police the vehicle’s title was stolen at some point, and Hernandez provided the title to officers at the scene with his name signed as the vehicle’s buyer.

Hernandez was transported to the Washington County Detention Center and will have a bond hearing in Washington County Sessions Court today at 1:30 p.m.
