A John Exum Parkway traffic stop led Johnson City police Sunday to arrest a 20-year-old city man on drug charges.
James S. Julian, 2301 Watauga Road, was arrested after a policeman spotted a vehicle speeding on West Market Street and making an abrupt lane change, police said in a news release.
When the officer stopped the vehicle at John Exum and Garden Drive, he smelled marijuana coming from inside and asked the driver and passengers whether they had illegal narcotics. The driver consented to a search, and police found a backpack containing two glass jars with marijuana, a glass pipe, a digital scale, a marijuana grinder and numerous plastic bags, police said.
Police also found Julian's wallet containing $996 in cash. Julian told police he was unemployed. Police seized both the cash and the vehicle.
Julian was charged with manufacturing/distribution/sale of schedule VI drugs and possession of drug paraphernalia. He was jailed in the Washington County Detention Center on $11,000 bond pending a Sessions Court appearance Nov. 15.
