
The attorney for a Johnson City man accused of beating a woman, raping her and leaving her lying nude in the parking lot of the Lions Club a year ago said his client may have a head injury and should be mentally evaluated before a trial.
Eric L. Parker, 48, is charged with attempted first-degree murder and three counts of aggravated rape, charges that stem from a Valentines Day 2012 assault on a Johnson City woman.
His attorney, Assistant Public Defender Bill Donaldson, asked Judge Robert Cupp to approve a psychiatric evaluation for Parker because the man had suffered a head injury prior to the alleged rape.
Donaldson said Parker “has little to no memory,” of the incident and had “what could be a head injury” that affected his actions that night.
Cupp questioned Donaldson as to why this issue had not already come up, or why it apparently hadn’t not come up in a Sullivan County case against Parker that was recently resolved.
Donaldson said the Sullivan County incident occurred prior to the February 2012 allegations.
“I’ll order the evaluation but I have some concerns about the case,” Cupp said.
He also set a trial date for Parker on April 23.
According to court records, a police officer found the victim lying in the Lions Park parking lot in the early morning hours of Feb. 14. According to the officer, the woman was almost nude, appeared to have been beaten, had several bullet wounds and had a black leather belt and cell phone charger cord around her neck. The woman was alive, but could barely speak because her face was so swollen, police said.
Investigators backtracked the victim’s whereabouts the previous night and learned she had been at Everette’s Bar & Grill.
From there, Parker was developed as a suspect and later arrested.
He remains jailed on the charges under a $50,000 bond.

Head injury?? Yeah, right!!! This is what is wrong with this country. What this man did is without excuse. What kind of judge grants an evaluation to someone is is just not remorseful? Seriously!!
