Police: Walmart video showed woman using stolen license for refunds

Video surveillance from a Walmart showed a Johnson City woman using a stolen driver's license to obtain refunds, resulting in her arrest on theft and identity theft charges, police said in reports.
Keisha Rigsby, 23, 2516 Clover St., was seen using another woman's license six times between Jan. 3 and Feb. 3 to obtain refunds at the Walmart at 3111 Browns Mill Road, police said.
Victoria Shelton told police someone was using her old driver's license to return property and obtain cash. Police obtained video from Walmart and arrested Rigsby Wednesday.
Rigsby was charged with six counts of felony identity theft and six counts of theft under $500. She was jailed in the Washington County Detention Center on $66,000 bond and arraigned Thursday in Sessions Court.
