Police identify man found dead off University Parkway

Johnson City police have identified a 45-year-old man found dead off University Parkway earlier this month.

In a news release Monday, police said an autopsy had been ordered for the body of Robert L. Blevins, 606 Pardee St., but foul play was not suspected.

Blevins' body was found at Castle Clinic Infusion Center, 110 University Parkway, on Jan. 19, prompting an investigation by the Johnson City Police Department and the city's Fire Marshal's Office.

According to the incident report, investigators met with witnesses Robert Allen, 63, and Leslie Pettingill, 47, who were performing repairs at the office building.

Pettingill reportedly told police she entered the top level of the building and walked downstairs, where she noticed ashes and burnt debris on the ground. Police said she also discovered a stove located downstairs was still burning.

Police said Pettingill and Allen then found Blevins' nude and partially-burned corpse in the lower level bathroom lying face up, with his head under the sink.

Officers found several pieces of burnt clothing in surrounding rooms, a bottle of vodka on the floor in the hallway near the downstairs exit, a cell phone and cigarettes.

Allen reportedly told police Blevins was supposedly homeless and had been staying at the clinic for about 3 months. Blevins also had worked for Allen as a part-time grounds keeper for six months, police said.

Allen told police he had last seen Blevins on Jan. 18 around 2 p.m. in the parking lot, and that he appeared to be intoxicated, according to the report.

The investigation was continuing.
