Johnson City police arrested a Greeneville man after he hit a cruiser, fled in his car and crashed head-on into another vehicle after officers responded to a suspicious person call on Sunday.

Brandon Rowe, 28, 406 Elk St., Greeneville, was charged with kidnapping, aggravated assault, evading arrest, reckless endangerment and resisting arrest, according to a police press release.

The incident began Sunday afternoon when police went to check on a report of a suspicious person at the Roadrunner Market at 832 N. State Of Franklin Road. After officers made contact with the driver, he sped away, striking a police cruiser in the process.

Police pursued him down State of Franklin Road to Greenwood Drive. The chase ended when Rowe crossed over the center line and hit an oncoming vehicle on North Greenwood Drive near Ashley Street.

No one was seriously injured, and Greenwood was blocked a short time while police cleared the scene.

After the crash, Rowe ran from the scene, but police caught him after a short foot chase.

The kidnapping charge stemmed from a female passenger in Rowe’s car who repeatedly told him to stop the car during the pursuit, according to police. Police did release her name, and records were unavailable Monday because of the Martin Luther King Jr. holiday.

Rowe was jailed in the Washington County Detention Center on $125,000 bond with a Sessions Court appearance set for Thursday.
