KINGSPORT — On the heels of saturating an area of high crime on East Center Street — writing approximately 121 citations since Thursday, along with making 19 arrests — Kingsport police have established a substation directly above a head shop allegedly selling synthetic drugs.
Kingsport Police Chief Gale Osborne says the Highland Area Substation, 2309 East Center Street, is open immediately. Shortly after noon on Monday officers were placing a sign on the property's door, which sits beside the store front window of Ultimate Smoke.
Employees of the business declined comment when approached by the Times-News. Meanwhile, Osborne touted the effectiveness of past substations in problem areas throughout the city, and expects the same results in the Highland community.
