Sullivan County Commission set to consider 'barking dog' ordinance

BLOUNTVILLE — A years-long disagreement between two Hidden Valley Road neighbors will reach the floor of the Sullivan County Commission on Tuesday as one of the two pushes for a county ordinance to punish owners of dogs that bark, whine or howl “in an excessive, continuous or untimely fashion which disturbs the repose of any citizen, or disturbs the peace and quiet of a neighborhood.”

David Justice, 345 Hidden Valley Road, has told county commissioners he is the one who got the ball rolling on the proposal. Justice said he first contacted State Rep. Tony Shipley seeking help with his complaint about his across-the-street neighbor’s barking dogs — and at Shipley’s suggestion he then contacted County Mayor Steve Godsey.

Godsey has said he and County Attorney Dan Street then crafted the resolution up for consideration by the County Commission, pretty much duplicating an existing ordinance in Washington County.
