Is Sullivan County dog ordinance all bark, no bite?

BLOUNTVILLE — The Sullivan County Sheriff’s Office can’t legally issue citations for violations of ordinances approved by the County Commission, but those ordinances are enforceable by other means, County Attorney Dan Street said Friday.
At least, Street said, he doesn’t know of any changes to state law that would have extended the authority to issue citations to counties.
“The county doesn’t have that power,” Street said of issuing a citation, or ticket, to require someone to appear in court for an alleged violation.
