Downes for Circuit Court Clerk

Brenda Downes’ two decades of experience in law enforcement management make her uniquely positioned to lead the Washington County Circuit Court Clerk’s office.

As administrator of the Washington County Detention Center since 1999, Downes is intimately familiar with the ins and outs of the court system and the workings of the clerk’s office.

Overseeing the comings and goings of thousands of inmates the Detention Center houses each year, she knows the effects the clerk’s office has on the Sheriff’s Office, courts and inmates. Detention Center personnel work directly with the clerk’s office in managing documents and court appearances.

Any breakdown in warrants, schedules, court rulings and other records has serious consequences. That’s why having an experienced manager is essential.

In her current role, Downes manages 110 employees at a facility essential to society. The Tennessee Corrections Institute recognized her management abilities in naming her the state’s 2015 Jail Administrator of the Year. Based on her answers to both our questions and the Chamber of Commerce survey, she has a clear vision for modernizing the clerk’s operations and easing the public’s access to records.
