Fender was convicted in '06 for burglary, theft. He violated probation in '08 with more burglaries. Fender was sentenced to probation in '10 for those convictions. He was charged with violation of probation just days before the most recent burglaries.

My feeling is that if Johnson City Power Board has extra dollars to "donate" to anything, then their customers are paying way too much for power.
